The current status on the CDBG grant is we have named Allen-Smith Consulting as our grant administrators. The request for proposals for engineering and design on the project deadline was November 10th and we had four firms that submitted proposals. We chose LADD Enviromental as our project engineer and they have started work on the plans for the project. The project construction will be bid out in 2013.
The GEFA loan which is additional funding for the CDBG project has been applied for and we should hear something after the first of the year on it.
The ARC Grant is also in the engineering stages with LADD Enviromental handling this project also. We have received bids on the lift station for Smith Ironworks and the town employees will be installing it. Plans are being drawn for the upgrades at our wastewater treatment facility and that work will be bid out in 2013.

As many of you now know the Town of Lyerly has been awarded two large grants in the last 30 days. The first was the CDBG for $500,000 and the second was the ARC for $233,230. The town is very fortunate to have received these grants as they will allow the town to take on some much needed infrastructure repairs and upgrades that otherwise would not have been possible. Work on these grants began in 2010 and has continued up until a few weeks before the award. Let me stress that everybody at town hall, from mayor to councilmembers to water dept. employees worked on these grants in some form or fashion whether it was providing insight, attending meetings related to the grants or assisting in gathering information. The grant awards are the result of a group effort by the Town of Lyerly, it's citizens, and several other agencies who worked closely with us on them. We would like to give special thanks to a few people who were instrumental in Lyerly receiving the grant money. First we would like to thank Julie Meadows, Economic Development Specialist, and Carolyn Coburn, Economic Development Associate with the Northwest Georgia Regional Commission who actually prepared and submitted both grants for us. Grant processes are very competitive and to get two grants of this size in the same year is quite an achievement. Next we would like to thank LADD Enviromental Consultants who provided preliminary engineering on the grant projects. Last but not least we would like to thank our Clerk Joy Hampton for her hard work preparing and tracking down information requested by the assisting agencies and getting it back to them so promptly. While we have procurred the awards we are not out of the woods yet, the grant administration process (actually getting the funds as work progresses) is very tedious and we will be enlisting the services of a grant administrator to handle this for the town. Hopefully you will see construction, progress, and improvements beginning in Lyerly very soon.

The Governor's Office has announced the State Community Development Block Grant (CDBG) 2011 Annual Competition Awards. For the CDBG Annual Competition, one hundred forty-seven local governments submitted requests for over $67 million in projects across the state while approximately $33 million was available to fund local proposals. With these available dollars, 70 projects will receive funding and move forward this year.
The Town of Lyerly is very fortunate to be the recipient of funding in the amount of $500,000.00 to fund improvements to the old and failing water system inside the town limits. We have also applied with the Georgia Environmental Finance Authority (GEFA) for a low interest loan to fund the remainder of the cost of the water project. This loan will be through the Drinking Water State Revolving Fund (DWSRF) and because of the nature of the project it is considered a water conservation project and we will qualify for a 2% interest rate.
We are now one step closer to the new water system becoming a reality and citizens can rest assured that we will do everything in our power to see this through.

We are continuing the improvements at the Lyerly Park this summer. In the spring of 2010 we began by clearing the back section of the park of the brush and overgrowth that covered it, this made the entire 15 acres of the park useable. This project was completed by town employees and volunteer labor. We continued our efforts with the assistance of the county's inmate work crew and volunteer labor by pouring sidewalks to the restrooms and making them handicapped accessible. We also painted the restrooms and pavilion and lined the parking lot, crosswalk, and installed handicapped parking signs. At the press box we replaced the windows, redid the roof and replaced the rotted out 2nd floor.
Beginning this summer we started by removing the trees that were growing into and damaging the walking track and then having the stumps ground we had to hire a tree service for this because of the size of the trees and their proximity to power lines, the highway, the playground, ballfields, and walking track. We then moved to the back of the park and started thinning the large trees and removing stumps, this phase was completed by Town employees and volunteer labor.
The extension of the park trail is very close to completion. The trees have been cut, Commissioner Winter's had the county crews assist us by removing all of the brush piles and we have installed the necessary drain tiles and roughed in the trail. It is okay to use it now and quite a few runners, walkers, and cyclists have already been taking advantage of it. We are building some park benches to be placed around the trail and are looking at trail surfaces.

The first movie night went well on Friday July, 8, we showed "Evan Almighty" and had a crowd of about 65 people. A lot of people talked to us after the show about how much they liked it and how they hoped it would become a regular event. At the second movie night on Saturday July, 9, we showed "Fantastic Mr. Fox" and had a smaller crowd of about 35 people. It was more work than we imagined getting everything together and making the movie nights happen but we definitely want to do it again.
